Bug Description

Looking for "stream-molecule" all is red:
https://zuul.opendev.org/t/openstack/builds?project=openstack%2Ftripleo-ansible&skip=0

Especially:

2023-06-24 08:40:41.016108 | centos-9-stream | E + where 1 = <function call at 0x7fc3d4c078b0>(['python', '-m', 'molecule', '--base-config', '/home/zuul/src/opendev.org/openstack/tripleo-ansible/.config/molecule/config_podman.yml', 'test', ...])
2023-06-24 08:40:41.016127 | centos-9-stream | E + where <function call at 0x7fc3d4c078b0> = subprocess.call

https://storage.bhs.cloud.ovh.net/v1/AUTH_dcaab5e32b234d56b626f72581e3644c/zuul_opendev_logs_26a/periodic-weekly/opendev.org/openstack/tripleo-ansible/master/tripleo-ansible-centos-stream-molecule-tripleo_mysql_client/26a02ff/job-output.txt

We were also pointed to this additional error:
File "/home/zuul/src/opendev.org/openstack/tripleo-ansible/.tox/py36/lib/python3.6/site-packages/openstack/utils.py", line 13
    from __future__ import annotations
                                     ^
SyntaxError: future feature annotations is not defined

Which points to openstack-utils.

(though here, I don't find it in the logs so far).

note: the annotations import issue is actually another, unrelated one:
