Currently, if you provide the --config-file argument and --create-offline to eg_db_config it never consults eg_config --sysconfdir and so tries to create /offline-config.pl. If you're providing --create-offline odds are that you're providing a non-stock location or name, and it only makes sense to be able to provide a potentially non-standard location for offline-config.pl (either directly or via a --config-dir param or similar).

There is a an argument to specify the offline-config.pl location.
--offline-file conf/offline- config. pl
specifies the offline database settings file required by the offline
data uploader. Defaults to /openils/
But it still seem strange that --config-file requires you to also use --offline-file.
