Inkscape's window goes up and down on every click

Bug Description

I use Ubuntu 7.10 and Inkscape 0.46.
When I open the application, I can only use the tool bar on the left and if I click on the top tool bar (File, Edit etc), the window goes up and down repeatedly. Everytime I click on the bar with the mouse. I think it's because of the excessive height of the window, so when I click the tool bar on the top, the program tries to let me see all the window elements and it hides the top of the window under the Ubuntu traybar.

I think this is an high priority bug, because I can't work with Inkscape.

The window height can be reduced by making the toolbar icons smaller (Inkscape Preferences -> Misc). Does that help?

I can't even click on the inkscape Preferences. If I click on the top toolbar, first the program goes up, then if I click another time there, the application window reduces itself as an icon on the traybar. I can't use the top toolbar!

You should be able to get Inkscape Preferences with the keyboard shortcut Shift+Ctrl+P

I tried to edit preferences, but even making the toolbar icons smaller the top toolbar is unclickable and the window goes up and down. I think it's a GUI problem.

What is your monitor resolution? Does this happen when you run Inkscape using a larger screen?

My screen resolution is 1024x768. However, I discovered what this bug depends on.
I have two Ubuntu traybars, one for the menu (time, applets etc.) at the top, and one for the windows on the bottom. If I move one of these two traybars on the right or left side of the screen, I can use Inkscape normally.
But I can work with every other application with these two ubuntu traybars on the top and bottom side of the screen, every application adapts the GUI to my customized desktop. Inkscape doesn't, why?

When you have traybars at the top and bottom, you are reducing the effective window height available to applications (768px - 2 * height of a traybar).
Inkscape is known to have problems with small screen sizes. (See bug 168648)
