Bug Description
By know I found that dialogues to open, import or save images are left in English language mostly.

This is because we didn't ship translation of GTK+ - a GUI toolkit that is used by Inkscape. Will be fixed in either 0.47 or 0.46.1, if we ever release it. We probably even have an updated Windows build, but I don't know for sure.
