Bug Description
At present, the Question Janitor will expire questions that haven't had a response. This leads to a lot of questions that simply haven't been dealt with yet being expired when really they should be left open. Examples of this are:

Both of these relate to spam and should not have been expired until they were dealt with by a Launchpad admin.
Currently, the SQL that selects expirable questions doesn't check for a lack of responses, but it should be fairly easy to add such a clause in findExpirableQu

That's precisely how the feature is supposed to work. For case like these were the object is not a question but a request for an action, somebody should be assigned to it. The janitor doesn't expired assigned questions.
