Bug Description
If the program "behind" a launcher is executed, the "Launching" effect is played when one drag&drops files onto it. This does not happen if the program is not executed yet. The launcher has no animation, and therefor it seems to the user that no action is possible.
Drag&dropping a file will result in opening the desired program, so that is ok, but it lacks the feedback to the user that this is possible.
I propose using the same effect, whether the launcher-program already running or not. We have the "task arrows" that indicate the difference.
