OOPS-919CEMAIL7

When a user tries to send an email to a bug that is private, they get back an OOPS (which is triggered by an Unauthorised exception in the mail handler).

This is very unhelpful to the user. They should get an email reply telling them that the bug is private.

We should not tell them the bug is private in the same way that we don't show the bug at all in the web UI; but I agree we should reply (something like: 'no such bug'). OTOH our guessable bug numbers kindof makes that pointless.
