Notification area icon should move open package manager to foreground

Bug Description

I currently have synaptic open installing software. My "notification area" shows a down arrow with explanation mark which I understand means it's working. But when I click on that arrow it opens "add/remove" rather than bringing the open package manager.

I would expect it to bring the current, running package manager to the foreground.

[I realize I could find it in the task bar, but the behaviour of clicking the notification area should still be intelligent]
