[win32] Cannot start Elisa after a first installation

Bug Description
The first time Elisa is launched after a first installation (Elisa never run on the machine for the current user), the launcher fails because it cannot find the .elisa-0.5 directory where to write the log file.
Steps to reproduce:
1) Backup and remove your ~/.elisa-0.5 directory if any
2) Install Elisa 0.5.22 (http://
3) Launch Elisa
Expected result: Elisa works.
Current result: an error message dialog saying "Errors occurred - See the logfile 'C:\Program Files\Elisa\
