Bug Description
Some menus which are marked "translated" in Rosetta are still shown in english. For example the "System" menu, and inside it, the "Lock screen", "Log out" and "Help" items are still in english, while the "About Ubuntu" and "About Gnome" items are correctly translated. The same happens for many comments.
I verified in the gnome-panel-2.0.mo and in the source package, these translations are present; but they don't actually appear at runtime.
I think my environment is correctly defined :
LANGUAGE=
LANG="fr_FR.UTF-8"
I'm quite sure (through many tests) that these variables are correctly given to gnome-panel, so I assume it has to be an internal problem.

That was due to a gnome-menus patch changing the translation domain, that is fixed with this upload:
gnome-menus (2.13.5-0ubuntu4) dapper; urgency=low
* Remove debian/ patches/ 10_set_ gettext_ domain. diff.patch: This was a pretty
weird thinko which broke translations. *Brown paperbag*
