Package overviews should include upstream links

Bug Description

Take for example https://edge.launchpad.net//ubuntu/+source/update-manager - it is overview tab where one is supposed to read about what the project is. For person, not familiar with Ubuntu and packages this page is one of the most confusing. Attentive person is able to read that this page differs from normal project page, because header breadcrumb contains "Launchpad > Ubuntu > “update-manager” package" instead of "Launchpad > update-manager” Nevertheless, it is impossible for him to know what upstream project page is. This is even more complicated if the project is not located on Launchpad and you can't simply edit URL like in case with update-manager.

This can be fixed with a message like "This page contains specific information about XXX what related to packaging XXX to be used with Ubuntu. To go to main XXX project page, click here".

The page was designed. Ubuntu is clearly what the user is seeing, and there is a section for the upstream project
