Inconsistent edit links for ProductRelease release notes and changelog

Bug Description
The links to edit a ProductRelease's releases notes and changelog (two very similar fields) are placed differently. For release notes, the link is after the title. For the changelog, it's after the content.
This might make a bit of sense when the changelog field is non-empty (as the link is hidden by default), but when empty the two sections are different in only that way, for no visible reason.
