BugzillaAPI.getModifiedRemoteBugs() should return a list of strings, not integers

Bug Description

At the moment BugzillaAPI.getModifiedRemoteBugs() returns a list of integer bug IDs. It should return strings, as not doing so causes a later comparison between the results of this method and the BugWatch.remotebug values to be checked (which are strings) to fail.
