Bug Description
What happens:
At the moment the BugzillaAPI ExternalBugTracker doesn't ensure that comment IDs are ints. This isn't always a problem, but it means that we run into problems when syncing already-synced comments.
What should happen:
BugzillaAPI should ensure that comment IDs are ints when storing them locally to avoid type conversion errors.
