DSP "Help translate" involvement link broken

Bug Description
The "Help translate" link in the involvement portlet on the distribution source package page is somewhat broken. There is no special translations index page, so the main index gets used. The link target needs to be rethought, as it doesn't look like DSPs have their own translations -- only SPs do.
It also looks particularly strange when you click the link, as it becomes disabled and indented.
