Bug Description
The new PPA-index page should include a "Latest updates" portlet as shown in the latest mock at:
https:/
The initial version will:
1. display the latest SPPH's (but eventually we'd like to be able to display deletions etc. too but need DB changes to do so).
2. Not include the drop-down, but just have the first line.
3. Not include an atom/rss feed (but this would be great if we've time!)
