PPA page's "view package details" link is in a bad place

Bug Description

The PPA page "View package details" link (for +packages) is currently located in the global actions portlet. It should be much nearer to the packages list so that:
 - it doesn't disappear off the top of the screen when scrolling down to the packages
 - it is more obvious what it means when it's next to the context

cprov pointed out to me that there's now a "View Package Details" link on the main page.

The new "View package details" link isn't very discoverable. Both me and jdstrand overlooked it.

In order to see the list of packages at the bottom of the page, I need to scroll down. Once I've scrolled down, the "View Package Details" link isn't visible any longer.

It's hard to associate a link on the top right of the screen with the list of packages I'm looking at down at the bottom.

Right, I think that link should be moved to nearer the package list. We did used to have it there - I guess it was a mistake to move it!

Heh - yep, I'll move it back - or, perhaps include both links? I know it's not great to have two links to the same place, but in this case, I think both could be expected in different situations.
