make jscheck shouldn't run functest tests

Bug Description
'make jscheck' should run only unittest tests that are in a WindmillLayer.
'make jscheck' currently runs all tests, and it's currently useless, since we have so many failing tests. Bug 429348 converts some Windmill tests from functest to unittest. All other functest should be converted as well. Let's take the opportunity to fix the test while converting it, if it's failing, and keep 'make jscheck' green.
