Tag cloud useless with many unpopular tags

Bug Description
The new tags cloud looks nice for projects with a small number of tags, but when there are many tags, most of them of equal weight, it isn't very useful. We should go back to displaying only official tags and a few popular unofficial ones (it may be necessary to provide the complete cloud on a different page.

I don't think we should worry with unofficial tags, IMHO. The cloud should just be official and limited to the top tags. We should still be able to click through and see a list of all tags used, though.
