Bug Description
Binary package hint: dovecot
After installing dovecot, postgresql could not access the SSL snakeoil cert any more because permissions of it were changed.

- Do not chmod/chown an already existing SSL certificate. This will leave
permissions of the snakeoil SSL key intact. Closes: LP#45207
