Bug Description
You end up with a blank item that doesn't go away. e.g., I had
projects = bzr,bazaar,
Possibly related to this, I was editing a config in the gui editor and had half my projects disappear, I'm guessing its not related and is instead the review-list invoked from review-notifier causing a race. I won't file a separate bug until I hear from you whether this is likely or not.
