Shutdown or restart should be disabled during system update

Bug Description

Binary package hint: update-manager

My mother-in-law broke her Ubuntu today. She started system update and after a while shut down the Ubuntu ("because she didn't have time to wait a whole day" or so she says).

And now her Ubuntu won't start, error is the same as in this forum posting http://ubuntuforums.org/showthread.php?t=1309423

I already suggested this in Brainstorm, but moderator indicated that this is a bug.

I confirm this bug with my mother too.

Absolutely same symptoms: shutting down ubuntu on a stage of updating packages left the system with 'wont boot' state the next morning, which was VERY surprising to me since I already got used to stability in ubuntu updates. The update was interrupted via shutdown from GNOME user menu.

To restore the system the following is required (karmic 9.10):

- press ESC in GRUB loader countdown
- boot in RESCUE MODE
- choose to repair dpkg
- answer all questions
- wait till everything gets done
- log into console mode using username & pasword
- issue 'reboot' in command prompt

the system should now boot normally. In my case, additionally the new kernel was unable to boot correctly so I selected previous kernel version and set the new default value in /boot/grub/menu.lst (in my case default=2)
