"Duplicate" command (Ctrl-D or right-click menu) on a guide does nothing

Bug Description

The duplicate (ctrl+D) command does not work on guides. Right-clicking on a guide even offers to duplicate it, but choosing that menu item does nothing. No error, just no result either.

(Inkscape 0.47 on Windows)

already mentioned in Bug #170355 “Extended UI for managing guides”, comment #8 (<https://bugs.launchpad.net/inkscape/+bug/170355>): «Also - context menu is not 'context specific' when invoked by a right-click on a guide and this is misleading (as for example: Delete does not delete the guide since it is meant for objects).»

to keep discussion about fixing and adding features to the current guides implementation in fewer places.

Bug #484187 “Guideline properties dialog deficiences” is now marked fixed, but doesn't address the issue. Let's consider the report as a standalone, or modify it to deal with the whole context menu problem).

Related: Bug #535573 "copy guides" (but not specific to the right-click menu).
