We use the Affero GPL, but all modules doesn't use this licence.

I don't flag it as a duplicate because technically you ask here to change the modules licenses which is different, but I recall you all that there is already an hot bug regarding this issue:

Basically that code allows license which are not compatible with the GPL license OpenERP claims to be licensed. This is a legal threat for Tiny and their partners.

Adding or changing the license to AfferoGPL as requested by this tracker is not a issue here, I guess. (I'm also not a lawyer.)
The tracker/discussion Raphaël is referring to is about allowing non xGPLx modules linking statically to xGPLx modules, thus the "Other proprietary" licenses that are mentioned into the check.

For me it's clear that both trackers should be combined to one solution when changing code, resulting in only one clear code change that should be communicated very well to all users before upgrading to the latest version!

Licenses in the code of server and addons have all been updated now, and a general LICENSE file has been put at the root directory of the server. Remaining non-AGPL code should be only contributed code (e.g. l10n* addons, libraries, etc.)
