Desktop switcher applet does not switch desktops on mousewheel scroll

Bug Description
The Gnome-Panel applet fetured in the default installation of Ubuntu 10.04 Desktop Switcher does not switch desktops on mousewheel scroll as it has in previous releases. This seriously hampers the functionality of the desktop switcher and reduces it's functionality to a tiny point and click game, rather than the functionality of a larger area wherein a scroll would move you either to the left or to the right.
I could not find the specific package that the panel applet is distributed with, put I suspect it to be gnome-applets.

This is a feature that has been turned off by default since Karmic. I can't live without my scroll wheel switching either.
To enable it again, please install the compiz-config package using this command:
sudo apt-get install compizconfig- settings- manager
Then after that is installed, click on system -> preferences -> Compiz config settings manager
then click on "viewport switcher" under the desktop heading...
click on the "Desktop-based Viewport Switching tab
change the settings there to mirror these below...
