Realtime traffic info for France

Bug Description

Traffic information is given with what seems a compatible license from french governement :
http://www.bison-fute.equipement.gouv.fr/fr/article.php3?id_article=274
-> The previous link is still experimental (beta) but it's realtime (refreshed every 6 minutes) and in an approved data format (Data format XML / Datex2 format. see http://www.datex2.eu/ )
-> only a few cities/motorways covered at the moment (~13)
-> Public data but we must declare our use of it.

That would be nice to be included in OpenSatNav. (same as for the BBC traffic news, I write another issue even if they're tied)

Once it's done for the BBC feed, I could extend its code to add this french feed.

Nice work. When I mis-labeled something as a bug, I just kept it open. As long as you mention it, that's fine.

As you say, let's keep this seperate from the BBC feature, in-case they have seperate problems. If we can use the same code, then that would be ideal.
