pressing enter in tags field doesn't save them

Bug Description
To reproduce:
1- on a bug page, click the edit button next to the tags field
2- type a tag name
3- press enter
what should happen: the tags are saved
what does happen: nothing. if you press enter a second time, the tags are saved.
I would guess this is a bad interaction with the tag suggestion menu. If there's a menu open, it's reasonable that the first press selects the item from the menu and the second one saves it. But otherwise just pressing enter should save.
