Bug Description
librcps is needed as a build-deps of koffice (for kplato)
I checked UbuntuMainInclu
It's not in Debian but it's not hard to maintain for the Kubuntu team in Ubuntu.
Sadly there is no test suite despite the existence of a test/ directory
