I typically set the 'enable palm detection' and set the range to max and pressure to low,. After restarts or logouts the settings seem to have reset (range min, pressure min) Other settings seem to be retained.

Do you have "disable touchpad while typing" disabled in Gnome Mouse Preferences? You should try disabling it and see if the settings are retained.
