'bzr help' is inconsistent with aliases

Bug Description
In my bazaar.conf I have an alias s=status. If I do `bzr help s`, I am told: 'bzr s' is an alias for 'bzr status'. However `bzr help st` works and the help is displayed.
I think that either `bzr help s` (user-defined alias) should work or `bzr help st` (builtin alias) should give the error.
