firefox and thunderbird menu bars do not appear in top panel (global menu)

Bug Description

Using the Unity interface for Ubuntu Netbook 10.10 Beta on an eeePC 1005HA. When I open Firefox or Thunderbird, I expect the menu bar (File, Edit, View, etc) to appear in the top panel, as occurs for other programs. Instead the top panel shows only File and Edit (and the File menu contains only Close), and a menu bar for Firefox/Thunderbird appears directly below the top panel.
Other programs (Rhythmbox, Terminal) behave as expected. (Note: my machine is affected by bug 629692 so I've only tried this with default applications, since trying to access other applications by clicking on the Applications icon just causes the window manager to reset. As far as I know this is unrelated to the bug I'm reporting.)

I don't think we will be able to address this in 10.10, though I suppose
we might be able to whitelist the apps where this is most visible. In
these apps, Unity should not try to render the menu, just put the app
title bar in the panel when it's maximised.

And Synaptic Package Manager too..
Probably since those are root apps and not able to hook into the user session's dbus ?

By the way, is it possible for the user to edit what applications have their title bars appearing in the panel (eg by adding/removing from a blacklist)? I'm wondering since I decided to try running a few screenlets apps today to give me things like weather and cpu usage, since there's no room for them in the panel at the moment.
Right now when a screenlet is focused (or if there are no open windows on the current workspace), you get the name of the screenlet crammed into the top panel, and it's not all that aesthetically pleasing (see attached screenshot, where it's trying to fit ClearWeather.py into the panel).

bug 637827 covers this issue in a better way since its linked to a blueprint and to the appropriate package
