Resize / Scale imported bitmap image to correct proportion relative to page size

Bug Description

Wishlist -- suggest High Priority because it affects *every* user who imports bitmap images and affects *every* bitmap image they import.

Inkscape 0.48 on Linux Ubuntu 8.0.4 Hardy.

I have read that Inkscape uses a 90 ppi size basis for the page. If you import a 180 ppi TIFF file, then it will appear to be twice as large as you expect. I understand that no data is gained or lost, but the fact remains that the user usually *MUST* then resize the image back to what they expect.

I have read in an Inkscape FAQ that the program "cannot" read the image resolution from the file being imported. The FAQ was writte in such a way that it seemed like the writer thought that it was not possible to obtain that information from the file. It *is* possible and every bitmap image editing and manipulating program does it. I would guess that code examples could be found in ImageMagick or Gimp.

Bitmap images, especially TIFF images, often do not respond well to resizing in non-image-editing programs. I do not have enough Inkscape experience yet to know how well this resizing works with a printed result.

IMHO, users should edit and size bitmap images in a bitmap image editor (such as Gimp which I use) and then import them into Inkscape as needed for Inkscape projects without being *required* to resize them again.

In my personal case, I am using Inkscape to layout "stamp album pages" such as

For printing quality, my images have to be 300 dpi. But that means, because of this "bug", that *every* image I import into Inkscape has to be resized; which also means that I have to open *every* image in a bitmap image editor such as Gimp to determine the exact pixel size to which it has to be resized in Inkscape; any tiny change has the potential to affect TIFF rendering unfavorably.

Unfortunately, I do not have the technical skill to do any of the coding work required for such a change.
