rabbitmq.variables test blocks asking for sudo password and fails when rabbitmq daemon isn't installed

Bug Description
a) asks for user input for sudo - if starting rabbitmq to do a test, we should do it locally as user, not system wide, and not block test suite
b) if you only have the client libs installed, this completely fails anyway.
