[panel] Duplicated menu entries for the terminal menu

Bug Description
I got two duplicated entries for the terminal menu. as you can see on the screenshot they are like submenus Placehlder , but doesn't contain any submenu.

I can observe the same issue.
I’ve played with various applications, but so far only gnome-terminal exhibits this problem.
