panel doesn't start: libuqpanel.so.0 is missing

Bug Description
Currently unity-2d-panel doesn't start on my machine because of a missing shared library:
joskulj@thinkpad:~$ unity-2d-panel
unity-2d-panel: error while loading shared libraries: libuqpanel.so.0: cannot open shared object file: No such file or directory
I also noticed that I don't be able to uprade unity-2d-panel. apt-get shows me this message:
root@thinkpad:~# apt-get dist-upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
The following packages have been kept back:
unity-2d-panel
0 upgraded, 0 newly installed, 0 to remove and 1 not upgraded.
Can you give me a hint how to solve this problem?
