Mirror prober doesn't handle deactivated owners

Bug Description
The distribution mirror prober will attempt to send a failure email to an empty set of addresses if the owner has no contact addresses. This causes the mail transmission to fail like http://
It needs to first check whether there are any addresses to send to.
