In Inkscape 0.48 and current trunk (tested with r10074, OS X 10.5.8 i386), snapping the baseline to grid is always active, even when node snapping and all explicit node snapping targets are turned off.
Possibly a regression relative to bug #168081 “Snapping text objects to guidelines dont work right.”? /bugs.launchpad .net/inkscape/ +bug/168081>
