Bug Description
~registry can suspend accounts, but then can't traverse to them to unsuspend them. The launchpad.Admin check on traversal should probably be dropped to launchpad.Moderate.

Yes, we should change the permission to launchpad.Moderate. We need to change the form or instructions on the account status page to explain/change the status from suspended to deactivated so that the user can user's preferred email address is restored during next login.
