Bug Description

Where we create new SourcePackagePublishingHistory objects, we should also create DistroSeriesDifferenceJobs as needed.

The feature flag controller isn't enabled in scripts, and so the feature stays disabled regardless of how we set the flags. We'll have to set up the controller in the affected scripts.
