PersonSet.ensurePerson doesn't associate existing EmailAddress with new Person

Bug Description

When creating a Person for an Account, PersonSet.ensurePerson doesn't actually associate the existing EmailAddress with the new Person. When called a second time with the same EmailAddress it fixes this up.
