Bug Description
LP's GPGHandler sets GNUPGHOME to a temporary directory, and PublishFTPMaster passes this down to run-parts, including 10-sign-releases. It needs to either clean that up, or 10-sign-releases needs to set it to the desired value.

10-sign-releases should be the only place that knows about GNUPGHOME.
