[panel] Right-clicking on the top panel when a window is maximized should show the window menu

Bug Description

I noticed this because when at the moment the only way to change a window from one workspace to another in Unity 2d is using the window's title bar menu (Bug #766036 ). When a window is maximized, right-clicking on the top panel should show the window menu. (I think this is already implemented in Unity 3d). At the moment, the only way to change a maximized window from workspace is to unmaximize it, right-clicking the title bar, and selecting "change workspace" (or using the keyboard).

This is not implemented in Unity-3d. Whether that is a desirable behaviour I don’t know. I marked ayatana-design as also affected so that the design team can comment. Thanks!

I think that for a new user, that behavior is highly confusing (after all, windows are windows, maximized or not). So, if you remove the window menu for a maximized window because is "difficult to implement", you should remove also the menu when the window is unmaximized. But I don't want to discuss about this, so, "you know what you are doing".

Yes, I agree that the behaviour should be consistent.

The last I heard, our view was that this menu is mainly useful for
accessibility purposes, and it can be reached by alt-space for both
natural and maximised windows. I would be happy with consistency
requiring that right-click not be supported in either case, so the only
way to reach the menu would be alt-space.
