Launchers are not clickable on left edge of the screen (Fitts’s law)

Launchers in the Unity panel should be clickable on the left edge (Fitts’s law and stuff). This is the return of bug 677573, which was fixed in 3.2.0 but seems to have regressed between then and 3.8.12.
