"open recent" does not remember files open via operating system

Bug Description
File > "open recent" does not offer files that were previously edited in Inkscape, but the file and thus Inkscape were launched via the operating system (Explorer on Windows). The menu only offers files that were open using File> Open..
Open recent menu should show up every file that was edited inside Inkscape regardless of the way Inkscape and the file were launched.
OS: Win 7 64bit
