Bug Description

On the sound preferences, the internal input is muted as default. Consequently, if for example a new webcam is installed, the users always wonder why ubuntu doesn't recognize the sound input. Since no notification is shown, new users tend to think that the hardware is not recognized.

which package is it? Because on Oneiric I think that the sound preferences are not part anymore from gnome-media.

I've the same bug on Ubuntu 11.10 sometimes the sound level is to the minimum, and when I check the audio panel, no hardware is detected, it's happening as soon I open my session.
