Remove wrong package search for non-LP distributions

Bug Description

<https://launchpad.net/fedora/+search?text=firefox> says that "No packages matching 'firefox' are published in Fedora". That statement is false.

If Launchpad has no information about which packages are published in a distribution, it shouldn't pretend to offer a search of those packages.

<https://launchpad.net/fedora/+allpackages> should be tidied up, too.

Right, we could have a property on IDistribution, "lp_controlled" or so, that indicates which distributions are controlled by LP (soyuz).

It can be:

 * manually modified, or
 * automatically attached to the number of publications, (0 == not tracked or 0 >= tracked)

We may have other useful places to use such a property.
