legacy notification icons do not display properly

Bug Description

I recently upgraded to 11.10 on my eeePC netbook. In 11.04 I had used dconf-editor to whitelist all programs for the notification area (I still preferred the old notification icon method for updates, and I wasn't getting bug reports without enabling the notification icon for apport). Clearly, this is not compatible with 11.10, as the attached screenshot shows. For people who are upgrading rather than doing a clean install, perhaps the update manager needs to check these settings and change them if necessary.
