Bug Description

See http://validation.linaro.org/lava-server/scheduler/job/2547 for an example. We currently special case submit_results and if it's the last step in the chain, we perform that action even if something else in the actions fails fatally. That way results get submitted. We need to handle it so that some result is submitted, even if submit_result_on_host is used.
