lab machines missing bzip2

Bug Description

there was a job on panda16 that failed because it could not extract a bzip2 image. Need to make sure bzip2 is installed on all the machines. We should also talk at the connect about how to handle things like this in a more automated way. I have several ideas about this. I installed it on panda24 and panda16, but they should all be checked.

Fixed on all the pandas, I suspect this came about in the recent reimaging to get the new lt-panda kernel, and a new rootfs was used too.

Exactly that. I couldn't build a developer image, so I built a nano image and installed the extras that I needed (wget, dosfstools) but didn't realise bzip2 was also needed. I'll add it to my default script for making boards just to be on the safe side.
