switching languages turns off keyboard shortcuts

Bug Description

1. Microsoft Windows XP [Version 5.1.2600] Service pack 3.
2. Inkscape 0.48.2 r9819
3. Switch language to Russian --> Ctrl+C, Ctrl+V, Ctrl+Shift+B and all others don't work.
PS. I use Ctrl-Shift (and the program wants it too) for language switch so this happens all the time and interferes with work wery much.

Keyboard shortcuts don't work!!! Not only letter-symbol shortcuts (like "D") but also such common shortcuts like "CTRL+Z" or "CTRL+Y". Without shortcuts workflow is true hell!!!!
